Members

John Anderson (Graves County).  Mr. Anderson is the current Director of the Paducah Area Community Reuse Organization.  He holds a Bachelor of Science in Engineering from the United States Military Academy at West Point, a Master of Business Administration from Georgia State University, a law degree from the University of Louisville, and graduated from the U.S. Army War College.  He is a retired Brigadier General with 29 years of service. 

Mr. Anderson is an active member of the Retired Officers Association, the Rotary Club, American Legion, and the Veterans of Foreign Wars.  He is interested in mitigating the effects of downsizing the Paducah Gaseous Diffusion Plant (PGDP).  Mr. Anderson is a resident of Mayfield, Kentucky.

Judy Clayton, Chair is employed by the United States Enrichment Corporation. She is a member of the United Steel Workers 550 and has been chosen as its representative to the EM SSAB at Paducah. Ms. Clayton has been employed at the Paducah plant since 1977 and currently works in the Fire Services Department, where she conducts routine inspections and responds to emergencies. She also served as a guard for several years, during which she conducted patrols of the Paducah plant and surrounding areas. Ms. Clayton has served on the CAB since April of 2006 is a resident of West Paducah, Kentucky.

Shirley Lanier (McCracken County).  Ms. Lanier holds a Bachelor’s degree in from Murray State University.  She recently opened a consulting and marketing business in downtown Paducah after retiring from the Jackson Purchase Energy Corporation.  Previously, Ms. Lanier was a Paducah plant worker for 26 years and lived on land adjoining the West McCracken County Game Reserve/Kentucky Ordnance Works.  She is an active member in the Metropolis and Paducah Chambers of Commerce, Business and Professional Women, International Association of Administrative Professionals, and Kentucky Paralegal Association, and serves as a volunteer to various other organizations.  She serves on the governor's Commission on Women, recently serving on the Medicaid Reform committee.  Ms. Lanier is interested in improving community relations between DOE and the neighbors surrounding the PGDP, including the Metropolis, Illinois area, as well as recruiting more volunteers for the EM SSAB at Paducah.  She is a resident of Paducah, Kentucky.

Elton Priddy (McCracken County).  Mr. Priddy has worked as an industrial technician at the New Page-Wickliffe Paper Mill for 27 years.  He holds a Bachelor of Science in Applied Science and a Master’s degree in Organizational Communication from Murray State University.  He serves as the coordinator for the Juvenile Layman’s Ministry and volunteers with the Juvenile Volunteer Service.  Mr. Priddy was previously employed at the PGDP as an electrician from 1971 to 1979.  He is interested in the ongoing cleanup work at the Paducah site and its effect on the community.  Mr. Priddy is a resident of Kevil, Kentucky.

Alex Roman (McCracken County).  Mr. Roman holds a Bachelor’s degree in Political Science from Murray State University and is currently employed by the HB & Company clothing store in addition to helping develop a small family furniture business.  He works closely with the Twenty Thirty Group and the Paducah Chamber of Commerce “Diplomats Club,” which welcomes and helps establish new relationships with current and potential business owners throughout the area.  Mr. Roman is interested in helping to improve the relationship between DOE and western Kentucky and understands the importance of being able to effectively work together. Mr. Roman is a 23-year resident of Paducah, Kentucky

 

Don Swearingen (McCracken County).  Mr. Swearingen is employed at Arkema, Inc., as an Environmental Engineer.  He holds a Bachelor’s degree in Civil Engineering and has worked on environmental issues his entire career, with particular interest in environment regulations.  He is a member of the Four Rivers Basin Team and the Water Environment Federation. 

Mr. Swearingen believes the Paducah site should be cleaned up in a cost-effective and timely manner.  He is a resident of Paducah, Kentucky.

Ralph Young, Vice-Chair is a retired engineer that worked for Air Products and Chemicals for 25 years.  He currently works part-time for Living Waters for the World, a faith-based organization that trains and equips mission teams to share the gift of clean water with communities in need.  He also works part-time for 5H Technologies as a Senior Environmental Engineer.  He holds a Bachelor’s degree in Chemical Engineering from Cornell University, a Master of Business Administration from the State University of New York at Buffalo, and a Master’s degree in Engineering Technology from Murray State University.  He currently serves on the Paducah Chamber of Commerce’s Government Affairs and Business and Community Development Committees.  Mr. Young is a 20-year member of the Air and Waste Management Association and also works with the GPS Recycle Now Program in Paducah. Mr. Young is a resident of Paducah, Kentucky.

Robert Coleman (McCracken County).  Mr. Coleman is retired from the United States Postal Service, and previously served as a city commissioner in Paducah from 1973 to 2008, including six years as mayor pro-tem.  He also held a position with the National League of Cities in Washington, D.C., and served on the Energy, Environment, and Natural Resources Steering Committee.  Mr. Coleman is a lifetime member of the local NAACP chapter and serves on the Paducah Lions Club and National Association of Letter Carriers.  He has received nine certificates from the University of Kentucky Center for Labor Education and Research.  

Mr. Coleman is interested in the economic development of the PGDP and cleanup activities.  He is a resident of Paducah, Kentucky.

David M. Franklin (McCracken County).  Mr. Franklin is an Electronics Instructor at the West Kentucky Community & Technical College (WKCTC).  He holds Bachelor of Science and Master of Science degrees from Murray State University, as well as a Level-1 instructor certificate in Mechatronics Systems from Siemens Corp.  Mr. Franklin coordinates the Health Physics Program at WKCTC, training students for careers relating to the cleanup process. 

Mr. Franklin grew up near the PGDP and is concerned with the necessary cleanup of waste material at the site and the safety of the workers and the surrounding community.  He is a resident of Paducah, Kentucky.

Jonathan Hines (McCracken County).  Mr. Hines currently owns TaxPert Financial Services and Hines Sotabilt Inspection Services.  He retired from the City of Paducah Public Works Department after 24 years of service in 2006.  Mr. Hines holds a Bachelor of General Studies from the University of Kentucky and a diploma from Murray State University Functional Industrial Training School.  He was previously employed at the Union Carbide Corporation Nuclear Division during the Cascade Improvement and Upgrade Programs, working in mechanical, machine, and piping design.  He represented the City of Paducah in the Federal Emergency Management Agency’s Critical Facilities Study for earthquake hazards.  He serves on the Paducah Civic Beautification Board, WC Young Community Center, NAACP, and GPS Recycle Now.  Mr. Hines is interested in protecting the interests of the minority community, increasing employment, increasing recycling efforts to save tax dollars, and national security.  He is a lifelong resident of Paducah, Kentucky.

Margaret Morgan (Marshall County).  Ms. Morgan works as the Watershed Coordinator for the Jackson Purchase Foundation.  She holds a Bachelor’s degree in Wildlife Biology, a Master’s degree in Biology, and serves on the American Society for Microbiology and the Kentucky Academy of Science.  Ms. Morgan has worked as an Environmental Lead Risk Assessor and Asbestos Inspector for the Kentucky Division for Air Quality.  As a member of the community, she would like to do her part to ensure the community is served both economically and environmentally.  Ms. Morgan is a resident of Benton, Kentucky.

Dianne O’Brien (McCracken County).  Ms. O’Brien works part-time teaching and consulting at Murray State University.  She holds a Ph.D. from Southern Illinois University in Biomechanics, Bachelor’s degrees from Murray State University and Indiana University with majors in Mathematics and Health and Physical Education, and a Doctorate in Educational Law from Harvard University.  Ms. O’Brien serves as the National Chair for the American Alliance for Health, Physical Education, Recreation and Dance (AAHPERD) and is the State President for HPERD.  She is also the National Speaker for the Sport and Recreational Law Association, National Leadership Trainer for Phi Delta Kappa International, and serves on the President’s Council for Physical Fitness.  She believes the EM SSAB at Paducah can help make a difference in the lives of people and would like to offer her experiences in working with people and the environment.  Ms. O’Brien is a resident of Paducah, Kentucky.

Ronnie Rathman (McCracken County).  Mr. Rathman is a Battalion Chief at the Paducah Fire Department as well as a Certified Fire Fighter/Haz-Mat Instructor and Fire Service Instructor.  He assists the Fire Marshall in all fire investigations.  Mr. Rathman is also a Special Deputy Sheriff for the McCracken County Sheriff’s Department and has served on the McCracken County Homeland Security Committee since 2004.  Mr. Rathman wishes to further fulfill his commitment to community service to the citizens of McCracken and surrounding counties through participation on the EM SSAB at Paducah.  He is a resident of West Paducah, Kentucky. 

Mark Sullivan (Ballard County).  Mr. Sullivan owns Global Performance Solutions and a Honey Baked Ham franchise.  He previously worked at Aubrey Daniels International as a senior consultant and Sauer-Danfoss as Director of Safety and Health.  He holds a Bachelor’s degree in Occupational Safety and Health from Murray State University and a Master of Business Administration from Indiana Wesleyan University.  Mr. Sullivan’s primary interest in serving on the EM SSAB at Paducah is to assist in a timely, cost-effective cleanup and to be a support to the community.  He is a resident of Kevil, Kentucky.

May Louise Zumwalt (McCracken County).  Ms. Zumwalt is the current Executive Director of the National Quilt Museum.  She holds a Bachelor’s degree in English and Secondary Education from Union University and a Master of Public Administration from Northeastern University.  Ms. Zumwalt has been an active member of the League of Women Voters since 1974, serving as president of local chapters of that organization in three communities.  For the last ten years she has been a member of the Girl Scouts of Kentuckiana and worked for a time on the staff of that organization.  Ms. Zumwalt is interested in finding the best solutions and planning for the future at the PGDP.  She is a resident of Paducah, Kentucky.
